Deliver oversight of million Euro infrastructure maintenance contracts and projects up to €3m, maintenance contracts for hospital, airfield and Roads&Grounds ensuring all agreed scopes, budgets and timeframes are strictly complied with. Liaise and co-ordinate with stakeholders and various NATO components, facilitating the exchange of vital information. Secure the purchase of services and materials at competitive prices by leading the contractor bidding process and clearly defining parameters for materials, workmanship standards and technical specifications. Track, measure and report contractor performance and approve invoices, assuring compliances, standard and codes are strictly adhered to. Plan and implement routine and corrective maintenance, including providing onsite technical assistance and performing safety inspections.
Produce deliverables for 40MW power, water treatment and water bottling plants, within scope, budget and timeframe by overseeing construction for a vital military operation.
Initiate attainment of maintenance services for c-1k housing units via organisation of the bidding process, conducting site visits, technically evaluating bids and managing the bidders’ conference.
Streamline execution of projects by provisioning specialised engineering services spanning infrastructure studies, quality assurance (QA) and project expertise.
Orchestrate improvement of invoice and approval processes for NSPA’s largest contractors, resulting in time savings during all projects.

Planned, co-ordinated and managed the design, building and commissioning of a chemical plant, accelerating progress by resolving issues and monitoring standards. Directed the bidding process for general contractor and subcontractors for manufacturing, delivery and installation of equipment, health, safety and environment (HSE) and QA services. Structured pre-project launch phases by commissioning contracts, meeting with stakeholders, securing approvals for construction and recruiting qualified business and construction staff. Hired an average of 10 staff members for the office, including an accountant, buyer, logistician and project management assistant, whilst signing contracts for subcontractors and two main contractors.
Produced assignments, phases, milestones and deliverables within budget and timeframe for a contract valued at USD $12M.
Initiated adherence to all applicable codes, standards and requirements by playing a key role in obtaining government permits, hiring personnel and providing expert guidance in a culturally challenging environment.

Guided team during the preparation of the master plan and general design for a future NATO base and airport connected to the Afghan commercial airport. Assured progress, monitored by stakeholders on a weekly basis via VTC conferences, aligned with project plan. Ensured integrity of data by completing required documentation, and organising and distributing information.
Awarded NATO medal for a successful project leadership role, managing all aspects at a local, national and international level.
Drove quality and safety, achieving zero onsite accidents via introduction of QA and HSE procedures to Afghan contractors and workers.
